      Friend Pettigrew,

      I am enclosing you a copy of a letter just mailed to Richards. I wish that we could head him off on raising any new issues of a wholly new and untried character for the present, or until the present law has benn given a fair trial under amendments that are now very apparent. Have just had a talk with Hanten, and he says that Richards is bound to try to add the Joint Debate scheme.

      I have not seen the text, altho he wrote me that he was going to send it before he had it printed.

      It is only a short time ago that he claimed that the refusal of either party to abide by the primary law in re appointing officials had determined the issue.
