Thomas A. Daschle U.S. House of Representatives Papers

  • DA 01
  • Papers
  • 1964-1992

After college, Daschle worked for three years as an intelligence officer in the U.S. Air Force Strategic Air Command. He worked part-time for George McGovern’s 1972 presidential campaign during the time that he was stationed at Air Command headquarters in Omaha, Nebraska. After discharge from the service, Daschle worked as a staff assistant to South Dakota Senator James Abourezk from 1972-1977.

In 1978, Tom Daschle ran against Republican Leo Thorsness for the seat in the House of Representatives vacated by Congressman Larry Pressler. Daschle’s door-to-door campaign resulted in a narrow win of 14 votes over Thorsness, although a recount nudged up his margin of victory to 139 votes. In November of 1980, Daschle won a resounding re-election victory with a 66%-34% margin.

South Dakota lost one of its two House seats after the 1980 census, which meant that Tom Daschle and Republican Congressman Clint Roberts would run against each other for the lone House seat in the 1982 election. Daschle won narrowly with 52 percent of the vote. He easily won a fourth term in Congress in the 1984 election.

Congressman Daschle served on the House Agriculture and Veterans Affairs Committees and the Select Committee on Hunger. He was the first South Dakotan and only freshman member to be elected to a leadership position when he was named Rocky Mountain Regional Whip in 1979. He was appointed “Whip-at-Large” in the House in March of 1982. In 1983, Daschle was elected to the House Steering and Policy Committee.

During his tenure in the U.S. House of Representatives, Congressman Daschle was founder and co-chairman of the Congressional Alcohol Fuels Caucus, chairman of Vietnam Veterans in Congress Caucus, and a member of the Tourism and Rural Caucuses.

The U.S. House of Representatives papers is composed of some campaign files and voting record information. Also included is "The Daschle Record" which contains 12 books compiled by his staff containing Daschle's voting record, sponsorships, and summaries of committee and subcommittee records from 1979 to 1986.

Thomas A. Daschle U.S. Senate Papers

  • DA 02
  • Papers
  • 1964-2006

In the 1986 election, Daschle became South Dakota's junior senator by winning 52 percent of the vote in a tight race with Republican Senator James Abdnor. Senator Daschle was appointed to the Finance Committee during his first year in the Senate, an unusual honor for a freshman. In 1988, he became the first South Dakotan ever to hold a Senate Leadership position when he was named the first ever co-chair of the Democratic Policy Committee by then Senate Majority Leader George J. Mitchell.

When Senator Mitchell retired in 1994, Daschle ran for the post of Democratic Minority Leader and won, 24-23, over Senator Christopher Dodd. Only Lyndon B. Johnson had served fewer years in the Senate before being elected to the Leader position.

Senator Daschle served as Minority Leader from 1994 to 2001, when the Senate became deadlocked with 50 Democrats and 50 Republicans for the first time in the Senate's history. Daschle became Majority Leader for 17 days, from January 3 to January 20, because the new congress took office before a new presidential administration. Vice-President Al Gore acted as ex officio President of the Senate to give the Democrats a majority.

Daschle and Trent Lott, the Republican Leader, negotiated for five weeks to invent new rules to share power in an evenly-divided Congress and finally came up with an agreement that was passed unanimously by the Senate. In May of 2001, Republican Senator Jim Jeffords became an Independent, which gave the Democrats a majority in the chamber to make Senator Daschle Majority Leader once again, from June 6, 2001-January 3, 2003. After the 2002 election, Daschle again became Minority Leader for the 108th Congress until his defeat in the 2004 election.

Tom Daschle lost the 2004 election to John Thune by 4,534 votes, a 49%-51% margin. He had been the Democratic Leader for ten years, two years longer than Lyndon B. Johnson, and was the first party leader in a half-century to be voted out of office.

The U.S. Senate papers series of the Daschle Papers is composed of records created by Tom Daschle and his staff during his tenure in the U.S. Senate. Included are trip schedules, speeches, sponsored and cosponsored legislation, and administrative files including financial disclosures, appointments and schedules. This series does not contain much material related to Daschle's campaigns for voting records during this time.

The trip schedules and files regarding his frequent trips back to South Dakota, including quite a few of Daschle's "Trip Notes" which are Daschle's notes to his staff regarding his impressions of the details of the trip and issues and concerns encountered on the trips that he wanted his staff to address.

Also included are files on the Whitewater issue during the Clinton administration, veterans issues, Ellsworth Air Force Base, South Dakota Water Projects, the accident of South Dakota Governor Mickelson, and aviation issues."

Gray's Watercolor Collection

  • AR 001
  • Collection
  • circa 1960s and 1970s

This appears to be a collection of commissioned works, created sometime in the 1960's or 1970's according to the organization's web site. These were most likely done in the later part of that period, as evidenced by the citation on the picture of Lincoln Hall as the "Lincoln Music Hall" – the library had already shifted, so this was after 1975 or so. Given this date, the painting of Old North (razed in 1962) was very likely done from a photograph, as the others also may have been reproduced.

Pine Ridge Plat Map

  • MA 100
  • 1930s-1940s

The book contains 146 plats detailing property boundaries and ownership and leasing of lands on the Pine Ridge Reservation dating between 1936 and 2005. Changes to the plats are recorded on transparency sheets that are placed on top of the original pages. In order to provide as much detail as possible, the digitized copy of the original contains three scanned images for each plat: the transparency sheet and the original sheet, the transparency sheet alone, and the original sheet alone.

The beginning of the book includes a page describing the color code for the shading found within the pages of the book. The shading represents status of the land. Much of this page is faded and difficult to read.

The next page of the book is a typewritten copy of the "Order of Restoration, Pine Ridge Reservation," dated June 10, 1936 and attributed to Harold L. Ickes, United States Secretary of the Interior (1933-1946). The text of the document is as follows:

"Whereas, under authority contained in the Act of Congress approved May 27, 1910 (36 Stat. 440), providing for the classification and disposition of surplus unallotted lands in Bennett County, in the Pine Ridge Reservation, State of South Dakota, certain classes of said surplus lands were opened to settlement and entry under the general provisions of the homestead laws and of the said Act of Congress, by Presidential proclamation of June 29, 1911 (37 Stat. 1691), and Whereas, there are now remaining undisposed of on the opened portion of the Pine Ridge Reservation a number of tracts of said surplus lands which, while of little value for the original purpose of settlement and entry, upon thorough investigation have been found to be valuable to the Indians of the said reservation, and Whereas, by relinquishment and cancellation of homestead entries a small additional area of similar lands may be included within the class of undisposed of surplus lands, and Whereas, the Tribal Council, the Superintendent of the Pine Ridge Reservation, and the Commissioner of Indian Affairs have recommended restoration to tribal ownership of all such undisposed-of lands in the said reservation. Now, therefore, by virtue of the authority vested in the Secretary of the Interior by Sections 3 and 7 of the Act of June 18, 1934 (48 Stat. 984), I hereby find that restoration to tribal ownership of all lands which are now, or may hereafter be, classified as undisposed-of surplus opened lands of the Pine Ridge Reservation, will be in the public interest, and the said lands are hereby restored to tribal ownership for the use and benefit of the Oglala Sioux Tribe of the Pine Ridge Reservation of South Dakota, and are added to and made a part of the existing reservation, subject to any valid existing rights." The Pine Ridge Reservation plats comprise the subsequent pages. The reservation is home to the Oglala Lakota people. It is located in the southwest part of South Dakota in Oglala and Bennett Counties and portions of Jackson County. The boundaries of the Pine Ridge Reservation were established by the United States government through the act of March 2, 1889 (25 Stat. L. 888).

Matt Cecil Papers

  • UA 053.023
  • Papers
  • 1928-1972

In the course of his research over the last ten years, Associate Professor Matthew Cecil has used the Freedom of Information and Privacy Act to collect the J. Edgar Hoover-era FBI files of hundreds of prominent journalists. In all, Cecil has collected nearly 90,000 pages of FBI information. The files have provided the raw material for several scholarly publications and Cecil has several more, along with a book project, in the works.

The folders consist of photocopied files provided by the Federal Bureau of Investigation at the request of Dr. Cecil. The documents were reviewed under the Freedom on Information/Privacy Acts, Title 5, United Stated Code, Section 552/552a by the FBI. Deletions were made to protect information which was exempt from disclosure. A deleted page information sheet was inserted in the file to indicate where pages were withheld. These sheets will be found in the folders.

Most of the material in the folders is made up of correspondence and clippings from newspapers and tearsheets from magazines and other publications. Researchers will also find case reports, FBI teletype (a message sent and received via a teleprinter-character printer connected to a telegraph that operates like a typewriter), routing slips, memoranda, telegrams, surveillance reports, news releases, interviews, essays, investigations, and typescripts.

While the strength of this collection lies in journalism and the J. Edgar Hoover era of the FBI, the topics of the collection covers a wide variety of subjects, from Communism and McCarthyism to organized crime, kidnapping, death threats, and the Kennedy Assassination and smear campaigns.

Some photocopies provided by the FBI are difficult to read. When this occurred, a sheet was inserted in the file that states:

"The best copy obtainable is included in the reproduction of these documents. Pages included that are blurred, lights, or otherwise difficult to read are the result of the condition of the original document. No better copy can be reproduced."

Some of the material received were water damaged. While no mold is present, the papers are warped and wrinkled. They are dry but may become brittle over time. These folders have been marked as "water damaged." The Archives reserves the right to refuse photocopy requests if these materials become too fragile or may be damaged by the photocopying process.
